About the Traffic Enforcement Centre (TEC)

The Traffic Enforcement Centre (TEC) was established for the purpose of allowing local authorities, Transport for London and Highways England,  to enforce unpaid penalty charge notices. It is attached to Northampton County Court Bulk Centre.

The Role of the Traffic Enforcement Centre (TEC)

The Traffic Enforcement Centre (TEC)  authorise the local authority to prepare the Order for Recovery (Form TE3) of unpaid penalty charges. They also   process  all statutory declarations and witness statements and where necessary; produce Notices of Revocation.

The other aspect of the Traffic Enforcement Centre is to authorise the issue of a warrant of control and in the past year, TEC authorised approx 1.4 million such requests from local authorities, Highways England and Transport for London.

A further role of the Traffic Enforcement Centre is to process all Out of Time witness statements and statutory declarations and N244 applications. They also process requests from local authorities to reseal a warrant (where a new address has been identified).
